Israel Privacy Law Amendment 13: What Every Website Must Do

Amendment 13 to Israel's Privacy Protection Law came into force on August 14, 2025. It tightens how businesses collect, use and store personal data of customers and visitors on their websites. Since then every site must meet the requirements according to its type and what it does. The law distinguishes between site types, so the required steps depend on whether you run a brochure site or an online store.

Brochure sites and contact-only sites

Examples: business brochure sites, landing pages, newsletter sign-up or contact forms only.

What is required

A clear, accessible privacy policy that explains:

  • Which details are collected (name, phone, email).
  • Why the data is used (for example, replying to an inquiry).
  • Sharing with third parties only when needed (for example, a CRM service).
  • The user's right to view, correct or delete their data.
  • Security measures and how the data is stored.

A consent sentence next to the form, for example: "By clicking Send I agree to the privacy policy and to my details being stored for contact purposes." If you send marketing emails, a separate checkbox that is not pre-ticked is mandatory.

Registration or notice to the Privacy Protection Authority: for small sites that only collect contact details, this is usually not required, but check according to the volume and type of data.

Online stores and sites that sell

What is required

A more detailed privacy policy covering:

  • Types of data collected: personal details, shipping details and payment details (often through a third party).
  • Purposes: processing orders, shipping, customer service and marketing where relevant.
  • Third parties: payment providers, couriers and mailing systems.
  • Stricter security measures, especially for financial data.
  • The user's rights to view, correct or delete data.

Consent in forms, for example next to the checkout button: "By clicking Place Order I agree to the privacy policy and to my details being stored to process the order." Marketing again requires a separate, unticked checkbox.

Database notice: depending on the type and amount of data, a notice about the database is often required, especially for sensitive data such as payment details. Appointing a DPO is recommended when there is systematic tracking, user behavior analysis or large-scale financial processing.

Security: HTTPS and encryption for sensitive data, certified payment providers, regular backups and an access log.

Cookies: show a banner or explanation to visitors when you use tracking, analytics or personalization.

General points for every site

Keep only the data you actually need, update the policy whenever something changes, and document consents. Online stores must give special attention to financial data security, consents and data sharing with third parties.
